23 June 2011 : FOTA (USA)
5 July 2011 : FOTA (THAILAND)

But you have to note that is a Starting update date and not everyone will get it directly on 23 at midnight... be patient.

台灣版不清楚在那時...好像是7月頭吧!!!但本人是香港版...已更新國際版3.1了!!!測試中...
